Contractor Certification Requirements
For Ohio Asbestos Removal
Additional training and certifications are required in Ohio to conduct asbestos inspections, bulk (material) sampling, and air sampling. Asbestos contractors and other organizations who want to have their personnel perform these activities will need to certify these individuals as Asbestos Hazard Evaluation Specialists.

It does not include information regarding medical monitoring, personal protective equipment, and other equipment needed for asbestos abatement. Insurance to perform asbestos abatement work is also usually required and more costly than regular general liability insurance.
Ohio EPA Asbestos Hazard Abatement Contractor Licensing
Personnel
- One Asbestos Hazard Abatement Specialist (AHAS) is required to provide on-site supervision. State certification requires completing the Asbestos Certification Application. Ohio EPA application requires a $200 fee and completion of an Asbestos Contractor/Supervisor Initial Training Course. TSI currently charges $749 for a 5-day course.
- All workers must be certified as Asbestos Hazard Abatement Workers (AHAW) or as Asbestos Hazard Abatement Specialists (AHAS). State certification requires completing the Asbestos Certification Application for each worker. Ohio EPA Worker applications require a $50 fee and completion of an Asbestos Worker (4 day) or Asbestos Contractor/Supervisor (5 day) Initial Training Course. TSI currently charges $649 for the 4-day worker course and $749 for the 5-day course.
- Any workers planning to become abatement specialists (supervisors) need the Contractor/Supervisor course. If they have previously taken the Worker Course, then they need to take all 5 days of the Contractor/Supervisor course to get the Abatement Specialist license. If they have previously taken the Contractor/Supervisor course to get their worker license, then all they need is to complete the Abatement Specialist application and send in the state fee.
- All personnel licenses and training must be renewed annually. State certification renewals are the same cost as the initial certifications. Annual Asbestos Worker Refresher and Asbestos Contractor/Supervisor Refresher training courses are 1 day. Refresher course costs are approximately $229/student for a Contractor/Supervisor Refresher and $199 for an Asbestos Worker Refresher.
Company
- A company license is required in addition to personnel certifications. The company must complete a Contractor License Application which includes a $750 fee. The application also requires the contractor submit a written copy of their company's Asbestos Abatement Compliance Program. This program includes asbestos work practices, medical monitoring, and a respiratory protection program. TSI can assist with the development of this program for a $350 fee. Click here to order. Contractor Training Requirements to Remove Only Non-Friable ACM (i.e. Roofing)
Personnel
- One Asbestos Competent Person to provide on-site supervision. Competent persons are selected by the employer based on qualifications and training. Training requirements include completing the Asbestos Contractor/Supervisor Initial Training Course. TSI currently charges $749 for a 5-day course.
- All other workers need asbestos training specifically addressing the non-friable materials (i.e. roofing) to be removed. TSI usually provides these classes specifically for a contractor at their facility or ours. Individual quotes are provided based on class size and location. The asbestos worker course also qualifies workers to perform removal of any types of asbestos materials. State licensing is not required if the material is kept non-friable.
- Training must be renewed annually. The Asbestos Competent Person is required to take a 1-day Asbestos Contractor/Supervisor Refresher training course, which is available on our open enrollment schedule. Annual Asbestos Worker Refresher training courses for non-friable, single types of asbestos material are about 4 hours. TSI usually provides these classes specifically for a contractor at their facility or ours.

- No company license is required for this type of removal

Requirements to Conduct Asbestos Inspections & Sampling: Asbestos Hazard Evaluation Specialist
In order to conduct any sampling or perform pre-demolition asbestos surveys, any person involved in performing these is required to be an Asbestos Hazard Evaluation Specialist (AHES). An AHES needs to take 2 courses which are usually both offered during the same work week. These courses include the Asbestos Building Inspector (3-days) and the Asbestos Management Planner (2-days). Once both of these classes have been completed the individual can apply to the Ohio EPA to become an AHES.
Initial Certification
- The application process involves completing the Asbestos Certification Application, submitting copies of the training course certificates, and including a check for $200. Once this is done, the individual should receive his/her certification from the Ohio EPA within 3-6 weeks. TSI currently charges $849 for the Asbestos Inspector/Management Planner Initial Training Course. The total cost for training and state certification would initially be approximately $1050.
Annual Renewal
- In order to maintain the AHES certification, a 1-day Asbestos Inspector/Management Planner Refresher course is required. TSI currently charges $229 for this course. The AHES certification would have to be applied for every year and costs $200. The current total annual cost of recertification is $429
